1. What is 8 ply yarn?

8 ply yarn is double knitting (DK) yarn weight.
I do not state any particular brand of yarn as they are made to accommadate any 8 ply DK yarn.
The best way to check yarn is ok to use - is to knit 1 square inch (2.5cm square): which should roughly be 6 stitches to 7 rows using 4.oo mm needles. To get a better idea of 8 ply (DK weight) yarn put "8 ply yarn" into your google (search engine) browser and see what 8 ply yarns are available.

2. What is 6mm in inches?

6mm is 1/4 of an inch.

3. What is 1.5cm in inches?

1.5cm is (just a little under) 5/8 of an inch.
1.6cm is exactly 5/8 of an inch.
With centimetres you just go the closest to inch measures.
To be accurate in metrics the best idea is to order a metric ruler or metric tape measure.
France and New Zealand use metrics.
Confused? Believe me here we are so use to just going to the closest measure in inches and yards. You just get so use to it. Metrics came to New Zealand when I was in my early teens or just reaching them.

4. Am I allowed to make them up for sale at craft markets?

Yes that is fine by me... as I consider that to be a little pocket money for yourself, and not for commercial gain. As long as they are the items you have made up using my patterns- not (my) patterns themselves.

What is shirring elastic?

Shirring elastic looks like string or yarn (not flat) except it is elastic. It is very useful for smocking.
